Someone I know has just refused to put up lights or anything Christmas related and I have no idea what to do? Has anyone else had this problem out of someone this year?

It's their choice let it go. Live your life and let them live theirs.

Some people simply choose not to decorate. This doesn't necessarily mean that they're a "Scrooge".
Some people don't celebrate Christmas for one reason or another. That's their choice.
Others are simply too busy & don't have the time to decorate. If they find the time, they may be too tired.
Maybe they travel a lot & don't spend much time at home.
They may be physically unable to decorate.
They may be too poor to afford decorations.
In the last 2 cases, you might offer to help if you're able to do so. Aside from that, it's best just to let it be & not let it stop you from celebrating.

Laura don't let George ruin your Christmas. I think it more important for him to make a decision about Iraq now instead of putting up the decorations. You already have a 40 foot decorated tree out front. Let him decide now not in January.
