There are a lot of factors for why someone is popular. Rarely is it that they have good essence of character. Not saying that some of the most popular people aren't of good character, but it's not a prerequisite.
You can never REALLY know someone's true character. You can only see what they choose to show you.

People who are popular and well liked are dominant; that's all. "Good" has little to do with it.
Watch the subject's actions over a period of time; doing that will determine if the subject lives up to your definition of good.
