Actually no, the air gets dewier and humider as the temperature drops, scattering more light pollution, and the cold air flows downhill into depressions and hollows causing fog.
Also, the "wait until people turn out all their lights to go to sleep and there's less cars on the roads" trick only works in areas that don't have much streetlights.
So, never. Cities have like 25 miles of streets per square mile, with a 150W/250W streetlight every 100 feet or so. That's alot of lumens.
