Yes you can download service pack 2 without a firewall. It comes with one built in that you can disable if you don't want to use it.

To disable your firewall
go to Control Panel > Windows Firewall > and select the option to disable.
Immediately make yourself a big note so that
When you have completed your download
you will remember to go back and ENABLE your firewall.

No, but once you have SP2 installed you can disable the firewall.
