I'm not going to pretend like I know this at all, but I found this info on the sites below. Given the size of the animal, the 3-toed sloth appears to be slower, in fact the slowest moving animal on earth in proportion to it's size. There are millions of moving microscopic animals with speeds close to 0 m/s, but is we are speaking of animals larger than one's pinky nail, then we have the 3-toed sloth.
In fact, it appears like it's an evolutionary trait because the 3-toed sloth lives in territory where the main predator is eagles, and they have some of the keenest eye-sight, so the sloth has to move very slow and delicately in order to survive.

RE:
What is the slowest moving animal? and how fast can it go at top speed?
Is the Giant Panda bear the slowest moving animal? Someone I know says that the Giant Panda bear is and that it is not the three toed sloth. Tell me what the slowest animal is, I need proof to back it up. Thanks.

First of all all animals from worms to mammals are placed under kingdom animilia. So technacly the slowest moving ANIMAL is the snail moving at only three inchis pre minute. Because they don't have a lot of mucsle it can't move very fast at all.

The common garden snail is the slowest moving animal and can travel about 0.03 mph (0.05 kph).
Snails move by crawling, swimming, or floating with currents. Land snails crawl on the ground, creeping along on their large, flat foot; a special gland in the foot secretes mucus (a slimy fluid) that helps the snail move. The common garden snail is the slowest moving animal; it can travel about 0.03 mph (0.05 kph).

Many animals (especially in the sea) are sessile - they don't move around at all! Anemones, for example.
Or did you mean MAMMALS?
Definitely not giant pandas. They can run!
