They may work, and there are treatments out there for streatching. By no means do you need to jump to circumcision. I would consult a doctor (a specialist) as to the best course of action for you specifically,as he or she would know more than you can tell us about you in specific and could reccomend the best course of action based on that.

You have a condition called phimosis, where the opening of the foreskin is too small/narrow to be retracted all the way. As long as it's not causing pain or major discomfort upon erection, you won't need immediate medical attention. Furthermore, you probably don't need a circumcision if that's not what you want.
You have the right idea with stretching exercises, but you're going about it somewhat wrong. Try this, take two fingers and stretch the opening of the foreskin as far as it'll go without pain (like increasing its radius) by hooking a finger on either side of the opening. It's a little hard to describe and may take a few tries to get right. Once you get the hang of it, do it for a few minutes each day for a few weeks to a month. In most phimosis cases that's all that's needed.
If this doesn't work there are prescription creams that're supposed to help, especially when combined with the stretching exercises. If after like a month this also doesn't work, it may be time to consider surgical options. This doesn't necessarily mean circumcision, as there are many less invasive (and less painful) operations that can be done. See links for more details. Circumcision, if it's not what you want, should be reserved as a last resort.

Go and see a doctor and ask about surgical procedures. You need to be able to clean under the foreskin or you risk getting an infection which could put you at greater risk when you have sex. But you don't necessarily need to be fully circumcised. You should talk with a doctor about your options- partial circumcison may be possible so you are left with some or most of your foreskin (and the extra sensitivity) but can still retract the foreskin back for cleaning and hygiene. Don't feel you have to be fully circumcised if you dont want to (maybe get an opinion from a doctor who has a foreskin). In the end it is a personal choice. Once you are able to retract the foreskin and keep your penis clean, the hygiene benefits of circumcison dont count. And you can always choose later on to have full circumcision but once you get it done it is permanent.

You really should have been circumcised long ago, but it's never too late and you should have the procedure performed without delay. A circumcised penis is naturally clean and virtually free from urinary infection. You will not have to worry again with careful washing of your penis.
