If you want to create an all out website, I suggest downloading Macromedia Studio MX off of Limewire, building it with Dreamweaver, and getting a free subdomain from Netfirms. If you are talking about a dinky personal page, Geocities works or heck, go with Myspace. If you are going to do any PHP etc, you need a real domain though.

What Micaso said is basically right. You can go the Geocities, Tripod, etc route. With that you don't have to do any html, php, etc, but if you want a free site it will come with adds and there will be limits on your bandwidth, etc.
If you want to create your own site, you need to find somewhere that will host your site (you could actually do it from your home if you set up a linux machine or configured Windows XP the right way or got Windows server 2003. HTML is not very hard to learn, and if you do want to make your own website, it's often nice when you can do all of the HTML yourself instead of drag and dropping.
Perhaps your local library or college offers web-design courses.

There are many ways to go about developing a web site. But firstly before development there are many things to consider.
First you have to decide whether you want to get a private domain or get one of those free ones. This also depends on your budget, and what you want to do with your site.
If you don't really have a plan and just want a site for the sake of having a site, then a free domain would be ideal. You can get these from Geocities, and etc. However, I recommend http://blogs.cjb.net/signup.php or http://wordpress.com/. I prefer the latter as it comes installed with what in my opinion is the best blog system for individuals usage.
However, using free domains and hosting would limit to what you can do with the site, most of the time there is a bandwidth limit and it is not very reliable.
So in summary, free domain and hosting would be ideal for those with a small or no budget, don't really plan to use the site for anything serious, just for some light small circle site.
The other option is to get your own domain and hosting. It would be wise to do a search of the domain you want on a registrar site such as http://www.godaddy.com or http://www.whois.net, if it is available I would strongly suggest that you purchase the domain as soon as possible.
The domain is like the identity of the site, no two site can have the same identity, so that is why you have to check if the name you want is available.
Then if you decide to get your own domain, you would need hosting hosting. Simply put, every domain requires a place to call 'home', so that when someone types in your domain in a browser, information will be sent to them. A reliable hosting environment is essential in order to minimize downtime. If you expect huge traffic and visitors to your site, it might be a good idea to get your own dedicated server perhaps from a reliable host such as http://www.theplanet.com. However, if you are not expecting much visitors and the site is purely for the sake of having one, a shared hosting environment would be sufficient. You can check out http://www.dreamhost.com or even http://www.mediatemple.com who boast to have a grid layout which will give almost no downtime.
Now on to developing the site. There are many ways to go about this, you can either learn to do it yourself, or hire someone to do it for you.
To do it yourself, you would require a designing and coding software. For designing I recommend using Adobe Photoshop and Dreamweaver for putting it together. The other way as explained is to hire someone to do it for you. This once again is determined by the budget you have. However, if you are looking for a cheaper alternative, you could use freelancers, you can find these freelancers at sites such as http://www.rentacoder.com and http://www.getafreelancer.com. However, I strongly urge you to do a detailed Google search before selecting a freelancer, and also find one that has a strong portfolio to support his/her claims, as fraud is not that uncommon on sites such as those. Do not always go for the cheapest freelancer, judge by reliability rather then price.

What type are you looking to build you going to do it yourself or with the online tools? Several to choose from tripod yahoo webnooze. All free but with limited services, also do a search or get yourself a book on html and css and php.
