I don't know any off hand, but you could probably research some on search engines like aj.com, google.com or mamma.com. Also there is a music website launch.com that my allow you too. . .

There are several websites that offer free downloads such as Kazar and limewire, but I strongly advise to avoid free downloads. These websites tend to have adware and spyware that will be embedded in your computer and you will be overwhelmed with ads and pop ups. Also, they are not well protected from trojans and viruses. After my computer got infected last year, I decided it was not worth it and now I stick to iTunes.

any peer-to-peer network is pretty much the only way to go, however, the legality of these downloads is definitely questionable. The speed? The speed is as fast your internet connetion and the speed of the user(s) from whom you are downloading. You could also search google for someone who has MP3's uploaded to a public FTP.
