Any city in India can become an IT destination. There are some pros and cons in Pondy becoming an IT hub.
Pros
* Lower taxes.
* Spiritual, non polluted place
* Beautiful people and a great culture
Cons - Lacking things
* Big engineering colleges
* Political attitute
* Dynamism

I guess there is no convincing story to sell !
It will remain an outpost of Chennai where there is better infrastructure, talent pool.
Actually Pondicherry should create more attractions in tourism, better connectivity, adventure sports etc and aggressively promote tourism like say Goa. It should not join the bandwagon of I.T and remain a small player
