Depends on the casting agency - sometimes they won't look at anyone without experience, some will. You need training to do the work - you need to be able to read, clearly and intelligently and without a strong regional or ethnic accent. You need to be able to repeat a reading, or to change it, according to the wishes of a director. You need to be able to to read over a period of time and maintain the same voice quality, in other words, not get tired vocally, so the voice sounds different at the end of the session than at the beginning.

There's more but that should give you an idea. To be considered by a casting agent - whether or not you have experience and training may or may not be important.

But to do the work? Very important.

Voice overs are the most coveted work in the industry. Huge compettition. Yes, you need training. And talent. And luck. I'd forget it.
