THE SWITCH ACTS LIKE A GROUND so if the lights are still on you have a direct short. Something is grounding the ground wire between the switch and lights
We are talking about the brake lights and not the running lights, right??
ADDED:Try to wiggle the wires around the light assembly then try under the truck along the frame. Any places where you can see the wires and connections wiggle and inspect for melting or exposed wires.

Does this thing have an interlock to keep it in Park unless the brake is depressed? Maybe that's the switch you removed. I'm just trying to cover all angles.

Maybe Ford thought of another better idea, and it was to have the brake lights come on with the switch in the open position. On most cars, the 12 volts goes straight thru the switch. Try jumping the two wires on the plug that goes to the switch and see what happens.

If you got the right plug, then you have some bare wires some where back to the brake lights.
