Tell him there is a costume party, (there really isn't one). Tell him you will help him with his costume. Dress him like a girl at home and then take lots of pictures. Then put the pics in a safe place and then tell him if he doesn't go with you where you want you will show everone the pics.

i do not think makeing some one x-dress for your own fun should be something that is forced but here is a few ideas for you to work on
if he really is that bad
* we have a party comming up it is a party where you must come as the other gender let every one know it is a prank and when he rocks up in drag tease the hell out of him
* going to the pool or need to have a shower get out first and some how steel his clothes and towel leave female clothing that he wouls have to wear
always remember that pranks can and normally fail be very prepared to go all of the way though with what ever before going for it. and be prepaid for the guy to have a come back

Make some type of bet with him on a sports game. Or ask him if he wants to get into your panties & then hand him a pair, if he puts them on for you, then it should be easy to convince him to put on more of your clothes. And if that doesn't work tie him to a chair, cut-off his clothes, shave his legs, pluck his eyebrows & make-up his face while he's tied to the chair. You can get him drunk & play a game of truth or dare or a game of strip poker.
There's lots of ways to get a boy to dress-up as a girl & most of them really want to do it, but won't admit it. But dress him completely from head to toe, the works...
