Smoking can be dangerous TO your health. (See Surgeon General's Warnings on cigarettes from the 1980's and early 1990's. use to because the act of smoking affects the predicate nomnitive. it is dangerous......dangerous to what.....dangerous to your health.

For your health, quitting smoking now greatly reduces serious risks....Why quit now...for your health.

Always remember what to and why for.

Smoking is a danger to your health.

Smoking is dangerous for your health.

It is dangerous for you to smoke.

Why? This is not easy to answer and the same applies to most pepositions. Which preposition to use in particular circumstances has come about as a result of perhaps hundreds of years of English usage. It is however a grammatical mistake to use the wrong one and a change of preposition can mean a change of meaning. Take 'care' as an example.

Care about = be concerned
Care for = look after
Take care of = keep safely.

"Dangerous to" as there is danger to health.
"For" would related to those who smoke, as in,
"For those who have emphysema, smoking is especially dangerous."
Whereas, "The chemicals breathed in when smoking pose a danger TO heart, lungs, and other organs."
