We have our address painted on the curb on both sides of the driveway. I was thinking about repainting it but that reflective paint is expensive. They have reflective stickers. But as I was walking my dog today, I noticed all the mailboxes with adhesive stickers were Black metal or plastic boxes. What can I stick on my brick box, which has a rougher finish, that will stay / not come off in the rain?

I don't think it will stick. You can get the rigid ones and use an outdoor grade contact cement (available at your local hardware store). One would think the paint they use to stripe roads is very expensive because it's reflective... and not that the paint is cheap cuz I'm sure it's not but they simply use glass beads to make it reflective. If you can get a hold of some of that glass bead (perhaps on e-bay or at the state department of public works or something) then you can just use conventional paint on your curb numbers and sprinkle some glass bead on it while it's still wet. Good luck!

Probably just some REALLY bored kids who have access to a pile of bricks. I can't think of any other reason why anyone would do that!

Try a little sanding on the brick and super glue the stickers.
