To answer your question more directly: Sure you can, if you want to bad enough to work and work hard for a number of years. It's like practicing shooting baskets (basketball). If you practice, you get better. To be any kind of an artist, you need practice. My recommendation? Draw every day, something real. Buy a sketchbook (any old sketchbook will do). What to draw? Anything and everything you can. Also, start drawing Manga now! Your drawings may not look that good to you now, but if you do not quit, you will get better. Guaranteed!

Of course. Although manga originated in Japan, the medium has taken off all over the world. My advice for you is to draw and draw and then draw some more. You can be anything you want to be. Everyday, visualize yourself as the person that you want to become. Don't let anyone tell you "you can't" and especially don't tell yourself you "can't". If you aren't happy with the result of a drawing, don't let that discourage you, it means that you are getting better because you can see what you need to improve. I'm looking forward to picking up one of your manga books one day!

Of course! Don't ever let cultural or racial stereotypes bring you down like that! There is no prerequisite in drawing manga relating to the color of your skin or any cultural/genetic predetermination: it's all about your talent, skills, and drive.
If you want to be a manga artist, then go and don't let anyone, including yourself, tell you that you can't.

I know pretty much everyone else is going to say this same thing, but I just want to say that it doesn't matter what color your skin is! OF COURSE African Americans can draw Manga if they want to! I'm a freaking white ex-blonde girl who at-the-very-least TRIES to draw Manga! ^.^ If i can do it, anyone can!
