I am happy when I get your letter is describing my condition in general on the time of getting the letter. I get happy when I get your letter says simply that your letter makes me happy.

what a question??................

i am is the present state you have the letter and your happy.

the other is the action from the latter state to the present state.

but i dont think the second sentence is grammatical correct repetitive.. go with the first one.

The only difference is in the words "am" and "get". . .basically the sentences mean the same thing, getting a letter puts you in a happy mood. . .
