Why is it in Florida nobody puts up Christmas lights outside?

Could be that they don't celebrate Christmas.

I don't know where you live, but I almost get blinded coming into
our neighborhood at night these days!! YIKES

How do they afford the electric bills?
Our Florida area (central FL) seems to love their lights.
Maybe you live in an older area? This is a young family area and there are lights everywhere !!
