My letters are stuck, like if I try to type two of the same letters at once it makes me wait between each one?

Also my computer is now ticking with each leter I type. This has hapened before and I know It's a simple fix, but I totally forgot how to get it out of this mode. It's like a "safe" mode to minimize typing errors, but it is pising me off. Please help! Thank you!!

Well, I am back, did you try to re-boot? Normally, if, my computer start in a Safe-Mode or whatever, I can re-boot and it be normal.
