I mean they take hours to do they have signal problems... please I really wanna know.

True, most are scanners. The main problem in Russia is that they are on POTS (Plain Old Telephone Lines). Broadband like cable, DSL and fiber optics are hard to find and prohibitively expensive. The phone lines in question, as well as the equipment keeping the system running is also obsolete. Most of the major cities are fixing this problem, but money is hard to come by. Their economy is still in partial collapse from the fall of the USSR.
The original government was Communist, remember? Communist governments dont want the people to have to much info. It makes them hard to control. As a result, they didn't spend to much on phone lines and the thought of "internet for the masses" was considered a bad idea to put it lightly.
Also, as noted above, most are scammers and as such aren't likely to spend much on their ISPs.
