It seems to me that the manufacturer builds one keypad, which goes on all machines. Manufacturer has no idea what the use would be, the banks figure that out. Plus all the other reasons tat have been given. Even "because" seems to fit.

well it wouldn't make too much sence to manufacture and pay for two types of keypads, when they can assume that blind people will not be driving on up to the ATM, and using it.

theoretically, a blind person could walk up to any atm and use it, or a person that can see could take a blind friend to the atm, and instead of the blind person having to give out personal info (PIN #) they are able to do it themselves privately

same reason why on certian websites it lists the languages that the website could be displayed in..of course its not written in that particular language
