and there is a lot of blood and violence in the film it i think a two word title action thriller drama maybe martial arts and i think its late 90's or 2000's idk please any ideas

Oh hell, tons of movies can fit that description. The Killer, Hard Boiled and Kill Bill are three that I can think of.

Not much to go on. Your description fits many. Could it be "Violent Cop"? Maybe "Black Rain"?
