It depends where the two points are.

Ifthe two points lie in a plane that is parallel to the base, then the distance will be an arc of a circle

If the two points lie on a plane that cuts the cone on a slant, then the shortest path will be alog an ellipse

If the two points lie on a plane that is parallel to the z-axis, then the path will be along a parabola.

If both points lie on a slant height, then the distance will be along a straight line

Finally, if you are allowed to bore through the cone then the distance will be alon a straight line.
