I'm 14. would it be cool to have a deisgn.. almost no hair up top and more on my sides by my balls?

Of course it's ok! Everyone should do what they want to with their own body and if you don't like the effect after you have shaved, the hair will soon grow back again. It IS cleaner and more hygenic to shave round the base of your penis so that hairy skin is not drawn down your penis when it is erect - the rest is up to you!

It is your body and your razor so trim anywhere U want. Before U make too many designs remember that U do have to shower with the other boys after Gym.

Yes "manscaping" or "bush hogging" are completely healthy. And if you want oral, it is the considerate thing to do. You can use mustache scissors to trim it or even your personal groomer with one of the attachments. Personally I don't like for a guy to shave it all, makes him look too boyish for me, but a bit of trimming it down is appealing.
