I don't know the actress or the name of the show. Either would help. The actress herself was not a little girl, she was an adult, but she dressed like a 3 or 4 year old girl, had a big lolli pop, always kept her black hair in pig tails, i think she had rainbow leggings, and she was on a set that was built overly large to put her into the proportion of being a very little girl, ie her feet would stick straight out when she said on the big chair. if anyone has any idea, i'd appreciate it. it's driving me crazy.

It was Lilly Tomlin on LaughIN, she played Edith Ann and she always had a sticky face too. after her little talk to the audience, she would say

"and that's the truth!" and give a big raspberry to the audience

If you're thinking of an Aussie show it could be the character "Jophesine" played by Marianne Fahey on Comedy Company back in the 1980s. Marianne also played Kylie Mole. Hope this helps!
