I did a cool gift a few years ago. Dollar fabric from walmart and rice. I made rectangles of 6" X 18" and sewed 3 corners. Filled it with 2 cups of rice and then sewed the forth corner. Gave it with nice directions of how to do a heating/cooling pad. Put in the micro for 2 minutes to make it hot, it stays hot for 30 minutes and is moldable. - put it in the freezer for cold. It doesn't freeze like ice, but stays cold for about 20 minutes. I put cinnamon in some too for the fragrance when heated.

One year when we were really broke my son and I went shopping and found a local bead store. See if there is one in your town, or perhaps an arts and crafts place might work.
In any case this place had loads of beads, a huge selection of clasps, and even the string (aka heavy nylon fishing line) to string them on. It was a lot easier than I had thought, and through careful selection of beads and clasps we were able to make three very nice and expensive looking necklaces for under $20. My wife still wears hers, and both grandmas love theirs.

You should make those fancy looking jars of cookie mix, where they just add water and an egg, mix, and bake. Find a cookie recipe, pour all the dry ingredients into a clear jar, layering them so it looks cool, seal the top, and decorate with ribbon.
