Depends on if they get to keep their weapons, respectively. If Data gets to keep his phaser, he'd win.
BUT - if there's no weapons, I think the Terminator would win. Simply because the Terminators were built for WAR. Data was not - his body couldn't handle the stress of unarmed combat against another android specifically designed for combat.

Data is certainly more advanced and has more tools at his disposal, the only question is would he survive the initial attack by the Terminator. Data isn't anything special in the toughness department, it just seems that way because he's always compared to fragile organics.
I'd put money on Data- if nothing else his quicker thinking gives him an edge.

Data for sure. It was already demonstrated that the Terminator was weak when it came to exreme heat. (When he was melted down in the steel plant in the first movie.) Therefore all Data would need to do is set his phaser to full and blast away.
