What's the penalty to the seller on ebay, if they don't send you the item after you already paid for it?

If you paid for the item via paypal they'll reimburse you for up to $200 (-$25) for handling.

First, try to contact the seller to find out what the problem is. If no response, file a forma dispute wit eBay. This costs nothing and eBay will contact the seller.
