Bill Belichik. Bottom line...he runs a system that works regardless of who is on the team. He gets players of questionable backgrounds (Dillon,etc.) to play within the team rules, turns qbs into Pro Bowlers (remember Brady was a 6th rounder and not even a full time starter at the U of M), loses offensive linemen every year and finds a Pro Bowl caliber replacement all the time, takes barely average receivers and makes them produce, turns WR into DB's when all the DB's get hurt. No excuses...just wins a lot of games every year and throws in a few Super Bowls for good measure.
There are several good ones, both you mentioned are pretty good along with a few others but Belichik has done it amazingly well for a long stretch.

Bill Belichik. The man is a genius. Without him, the Patriots would be a midlevel team. He turns the entire starting lineup into a star player.
I like watching the Patriots in action, the way other teams are always scrambling to keep up with the changes. When Bill is having a big brain day, he and the Pats are nearly unstoppable.

I think Bill Bellichick is the best coach in the NFL. He is a great coach who has lead his team to 3 Super Bowls! He coaches his players well and doesn't crack in tough situations. He is a good team leader and he's humble. Now that is a good coach. If you want me to be a homer, the best coach would be Marty Schottenheimer XD.

All those aforementioned coaches are great and all, but none of them will win coach of the year. Sean Payton is doing a great job with the Saints; he'll win coach of the year for sure.

Bill Cowher... He is a master motivator. In addition, he is able to get more out of players who are less talented. Other coaches may have had more success (not many), but no one has had the long term duration that he has had.
