The file doesn't contain a virus, his IE security settings are disabling the download. Do you have active protection such as SpywareBlaster? Is this a "shady" site? IF you trust lowering your browsers settings then that is what you need to do.
Tools> Internet Options > Security, then Privacy.

the file ur downloading may contain virus. if u turn virus protection off u may download the file but then u will have virus in ur system. So u choose.

If you figure out how-please email me and let me know. I have been trying to download yahoo messenger and it keeps giving me the same message. I have tried everything! I lowered every setting, unblock popups, acccept all cookies, everything! Nothing has worked for me. I even uninstalled all my virus protection and tried-nothing! Please someone who has had this problem and have an answer other than internet options answer-please let me know also. Thanks
