Yes, Orochimaru is truly evil. He is a very great and ambitious person, but also a psychotic murderer. He betrayed his former friend Jiraiya and left Konoha to pursue his selfish lust for power. He kidnapped and slaughtered countless Konoha shinobi in his twisted experiments and murdered the Hokage and the Kazekage, which is equivalent to assasinating the President. You may have a point about Sarutobi, though. Sarutobi blames himself for not bringing himself to kill his former favorite student when he had the chance. He paid for that mistake with his life.
As Mr. Ollivander said about Voldemort in the first movie, "But I think it is clear that we can expect great things from you. After all, He-Who-Must-Not-Be-Named did great things. Terrible! Yes. But great." This means that an evil person can still go on to do great things. The only thing is that Orochimaru channels all of his potential into fueling his own "immortality" instead of becoming a selfless hero like Yondaime, which is exactly why he was denied the position of Hokage.
Mitsui C: It was Orochimaru's own fault that he didn't become the Fourth Hokage. Sandaime and many others thought that Orochimaru had become too power-hungry, too unstable to make a good leader. He only wanted the power that came with being a Hokage, not the responsibility. A Kage must put the welfare of his village before himself, which is something Sandaime knew Orochimaru would never do.

hmm this is a tough question...Orochimaru really has his own dream and path but he hurts people to achieve his dream (that's already wrong). yes Sarutobi should be blamed because he gaves Oro such a high hope and dashed his dream and hope later. I know the feelings when someone u trust and respect betray your hopes and dreams. I can't blame Orochimaru because he thought he gonna become the 4th hokage..but sarutobi chose another candidate instead of him. I bet he felt betrayed.

Yup you're right. Everyone has their own path, thinking, goal and dream. But on what their path, thinking, goal and dream stand for that make it different. If the path, thinking, goal and dream is good for him but bad for other people especially many people than we call it a bad just like terrorist maybe, they has path, thinking, goal and dream but doing some bad things to achieve they goal.
Well according to me Orochimaru has his own path, thinking, goal and dream but that dream is make other poeple suffer, so i think he is an evil. And why Sarutabi must be blamed?

you have a point, but do you think if he was good enough he could think such a murderous action like he did. he can persue his goal by helping the people to improve the nation.
