I dunno. Look at Mars. It has no water on its surface, but I don't think you can say it has no weather. Most notably, sometimes the entire planet gets engulfed in a dust storm. Sounds like weather to me.

First, weather and climate is sort of the same thing. Weather is what is occuring at the present moment. Climate is the weather that occurs over a period of time.
If the earth was all water the temperature really wouldnt change in any area because water is partly what controls the temperature. The temperature would just be more predictable, there would just be alot more rain and clouds because of the greater moisture levels in the air.
If the earth was all land there wouldnt be any weather or climate. Look at any other planet for example, no water. No water means no moisture, no atmosphere, and the atmosphere, no weather. The atmosphere is where all weather occurs. Clouds are made of water vapor, no clouds. We would just be like any other planet in our Solar System.

The question is irrelivant because if it were either there wouldn't be anyone around to find out, or ask the question in the first place.

if it was all land it will be hoter because there won't be no water to freeze and make it cool
If it was all water it will be cool because the water will be heated by the sun and it will be evapurated and will be raining.
