If you're running a recent version of Windows, go to start menu > control panel > network ...
Right click on the connection that connects to the router and choose properties. If there's something in the list called "File and Printer Sharing for Microsoft Networks", make sure it's checked. If there isn't, click Install, highlight Service, click Add, highlight File and Printer Sharing for Microsoft Networks and click OK. Follow the prompts out and do the same on the other computer. Then you have to configure your firewalls to allow the computers to connect. Those settings depend on the firewall.

You can right click on the folder you want to share, and make sure it is set for sharing. You should then see the folder icon with a hand under it. Make sure also that the computer account on the sharing PC has a password on it (unless you change a setting in the policy editor you will not be able to access shares on a computer with a blank user password).

you can use the integrated files and settings wizard found in your computer, otherwise you may use Instant messaging services to send your files from one com to another. i have 2 coms at home and IM services like MSN messenger allows the sending of files from one com to another even if you are using the same internet connection
