They are NOT the same. Zebras were the second lineage to diverge from the earliest proto-horses, after the asses, around 4 million years ago. Grevy's zebra is believed to have been the first zebra species to emerge. Zebras communicate with each other with high pitched barks and whinnying. Grevy's zebras make mule-like brays. Most of the DNA is extremely similar, horses have 32 pairs of chromosomes, for a total number of 64 chromosomes, while zebras have 16 pairs of chromosomes, for a total number of 32 chromosomes. Just for comparison, the last breed of purely wild-type horses, the Przewalski's Horse, have 33 pairs of chromosomes for a total of 66, & donkeys have 31 pairs of chromosomes for a total of 62. No, they're not. Walker's Mammals of the World lists 7 living species of Equus. These include the domestic horse (and its wild cousin, Przewalski's horse), three species of asses, and three species of zebras. At the present time, truly wild horses exist only in Central Asia (Equus caballus przewalski). The other so-called "wild horses" are feral animals, the descendants of domestic animals that escaped from captivity. Wild asses occur in Asia and Africa, and the striped equines, the zebras and the recently extinct quaggas, are exclusively African. Though horses had been abundant for 50 million years in North America, they all became extinct there 10,000 years ago.

No, if they were the same species then they would not be called different things...they would all be either zebras or horses! Both are in the same family and genus but are different species.
