I was about to say Tim Hardaway. There was this great clip from a camera beneath the basket. You can see the guy guarding him go one way and Tim going the other!!! It was almost simultaneous!!! Incredible!
But presently, it has to be Iverson. He even beat one of the best defenders on the planet, Michael Jordan with that crossover.

Allen Iverson with a very short edge over Jameer Nelson.
AI has had so many "SportsCenter Top 10 Plays" featuring his crossovers and other various perimeter moves. I remember there was one in the last game of a regular season when AI was like in his 3rd year in the NBA and he totally shook MJ and Rodman AT THE SAME TIME and swooshed a jumper. It was amazing.
I only remember Nelson's nice moves at St. Joseph's.
