There would be a huge up rising and ppl would try to get it illegally. Besides, beer was illegal in the US once. Look up prohibition. Ppl would smuggle beer in the country and stuff and make alcoholic beverages in their bath tubs (I think they called it, "moonshine")

Besides, since cigarettes are physically addicting and people get very sick when they abruptly stop then out lawing cigarettes probably wouldn't happen.
