Get a package of clear celophane pastry bags- they are cheap and look great when filled with cinnamon pecans! Tie them closed with some ribbon and you are all set.
(sorry- I think they may be polypropylene but you have to find the ones that do not have holes in the bottom)

I get my bags at a craft store. They're holiday decorated and I tie them with a ribbon. Usually about 10 for $1.00.

Michael's, Walmart and Target all have holiday themed bags. Like the cellofane ones and they make them big enought to fit over plates, or small enough for just a few! Good luck! :)

If you go to one of the larger supermarkets the sell pack of small resealable plastic bags,they are not expensive and would be great for what you want as they can be resealed to keep the biscutes fresh each time one is removed

I've gotten some really nice ones with printed gold and silver starts or snowflakes at pier one imports. I think I also got some at world market one year.
