They are called "bearings" or "wheel bearings". They go in the inside of the wheel. They lubricate the wheels and allow for ease of spin. Without being able to see the board, this is my best suggestion as that is usually the thing which most often slows the speed of a skate-board. You can get them at any skate shop, but just bring both boards and ask the dude behind the counter before you buy.

You have to take the wheels off the skateboard and oiled everything from the wheels to the metal frame in the middle.
It's very simple. If you don't know how, then just take it to your local skate shop and they will do it for you.
All skateboards are like that when they're brand new.

get some swiss bones bearings...
for the past 5-6 years I bought generic bearings... and this last board I decided, what the hell I will splurge and get the swiss bones... and after my first session I was blown away by how much more speed I could generate...
They are expensive 30 bucks for a whole set... but worth every penny... and are the best bearings on the market.
Maybe look into some spitefire wheels too... some times the wheels can effect speed to... spitefire are the most popular...

You need to buy better bearings, i suggest Bones reds, they are inexpensive (16$) and they last for a long time.
You can get them at pretty much any skate shop, make sure not to leave the board out in the rain becuase the bearings can rust when wet
If you dont care how much they cost, you can get Bone swiss, The are about 40$ last time i checked, they last just as long as Reds, but are faster.

maximum crappy affordable/toy save forums include the axle nuts overtightened. Take a wrench (spanner) and unfasten the nuts a million/4 turn. additionally they include awful bearings and wheels that are very small. both do not help the speed on a skateboard.
