Runescape would be your best bet. In Runescape, you create a character and choose what they look like. At some points in the game you can change their appearance and put things from gloves and dresses to heavy armour and steel weapons.

It's not kinda sim but u can create ur own character like put ur own face on ur character's face. The name of game is Rainbow Six Vegas for Xbox360 oh and u must have a webcam.

Ok it's not online, but the guy who created the sims is coming out with a game were you create your own species of creature and you help this creature evolve into something intelligent and from what i hear, this game is really, really interactive but i dont know when it comes out though

Okay so all of these are downloads, but their also free... so if you can find anything else try one of these
- HabboHotel, I havent really played it that much but from my experience i thinks its more of a social game, you can walk around and talk to other people, stuff like that
- Second life, this is similar to tso but its more like out there i guess, it has a lot of options for things to do and i have heard of a lot of people who like it
- Virtual Laguna Beach... if you watch mtv's laguna beach its supposed to be a virtual version, there are tasks you can go around and do, you can chat change your clothes and outfits, earn money... things like that

Not free, but you could buy elder scrolls: Oblivion, it is highly customizable and you choose what you do and when you do it. Your character can look like whatever you want. Pretty cool game if your ready to shell out some cash for it.

this game called thrillville which you make a person and your own amusement park and you can creat you own mini golf corse and rollercoasters and you can talk to people at the parkand is for the pc xbox ps2.
