Point out that sodium hypochlorite is a strong lye solution that can corrode objects and people. Cl2 is best, but if emotion forces a change, go to organic chloramine products. They're much more expensive, but if something makes the council feel more squishy warmer than chlorine, then tell them to go for it.

Well without knowing what "council" this is you're talking about, it's difficult to respond. However, Cl2, in any form (gaseous or aqueous) is quite dangerous and not something that a person wants to spend long amounts of time around.

Sodium Hypochlorite (AKA household bleach) if far less (as you should know) hazardous and far cheaper.

It seems like a wise decision. Maybe we should be swaying you to listen to your council instead.

just buble CL2 gas into sodium hydroxide NaOH then you obtain NaClO solution
