Scrubbing too much will make acne worse, so you have to gently cleanse the skin enough to clear the pores, but not so much that you overstimulate oil production and damage your skin's ability to clear itself.
If you can afford it, go and get two facials, a couple weeks apart. (Yes, I know, it's a "girly" thing to do, but the facial will clear out your pores and give you a good foundation to work with.)
Then use a gentle, but thorough cleansing system every day. You could try Proactive and see if that works for you. I use a product from Aromabliss (www.aromabliss.us) that's organic, called Aroma Polish Skin Cleanser (it comes in deep and light, and I recommend the deep cleanser for you.) It's 22.00 but it lasts for about 3 months.
Be patient with your skin. If you work with it consistently, it will improve. Try not to be too quick about using the antibiotics available--it's really not good to be on antiobiotics all the time.

Add the following into the blender:
7 coffee ice cubes

Pro Activ is some of the best stuff on the market. It is about the only thing I have found that works for me. Something else to try if it is too expensive is honey. Just put it on your face approximately 15 minutes before you shower. I have been told that Acne Free is the Wal-Mart brand of Pro Activ, so that might work too.

I tried Proactiv, but it didn't work because it only works on top of the skin. So I went to a dermatologist and he gave me an oral medication. It's called Isotretin, or Accutane. It works very good. It messes your skin up at first, but after 2 to 3 weeks, your skin will become better and eventually clear up.

Tea Tree Oil. Dip a q-tip in the bottle and dab just a teeny, tiny bit on active pimples. You might want to make sure you're not allergic by testing it on just one little spot first. And it's cheap, too. Only 5 buck for 2 ounces... and one bottle will last for a very long time.

proactive or a dermatologist recommended product. I use differin gel and triaz pads and they work like a charm. Simply washing your face with warm water frequently works for some people. I think if you have the time and are willing to pay the money, you should go to a dermatologist. They helped me a lot.

There are many cheap and effective home remedies for acne. Tomato slices, turmeric, papaya juices and home made face packs will treat existing pimples and prevent further problems. More remedies at http://www.wellnesstalk.org/acne.html
