In my opinion is Why (interrogative word) plus There is a.... (an affirmative sentence), but I've found the same question written in the other way (Why) interrogative word plus "is there a" (another interrogative form)

Why is there a rule about concordance? You are right. The correct form is: Why is there....?
The reason is the need for concordance between WHY and the interrogatory form of the verb "there is" which happens to be
IS THERE?

I think it depends on what is actually being said. For example, you could say "Why there is a .........., I don't know", which isn't really a question, but a statement. If asking a true question, it would be "Why is there a ..........?". That's my understanding.
