Is it payed on a montly basis or yearly and what would be the average cost for a 3-4 unit investment property?

It depends on how many meters there are. If there's just one for all the units then it will be the base price for one unit plus all consumed water. It really depends on your municipality.

I own apartment buildings here in California, I don't know where you are. My water bill comes every two months and it comes out to about $20.00 per unit, per month.
It is important to fix the tiniest of leaks ! My bill was double once cause of a very small leak. It adds up.
