I want to pick up bass and was wondering what electric bass guitar company could give me the best sound for around $250 not including amp and the distortion pedal.

Squier by Fender - excellent for beginners. But if you don't want the amp as well, then you might as well save an additional $200 or so for a Fender Standard P-Bass.

If you want to play like Steve Harris (Iron Maiden) get a Fender Precision bass. And if you really want to sound like them, put flat wound strings on it and click the strings against the frets when you play.
