my logitec webcam wont turn off when im done using it .the little light stays on

Leaving the little light on is OK. Its the same thing as with most USB Flash drives, they have a little green or red light that stays on as long as the device is connected.
It is simply showing that power is being supplied to the webcam, even if it is not being used. ( something similar to your TV set when you have it on instant ready so that you can turn it on/off with a remote )

if it is still connected to your usb the light will be on . As long as you dont have any video software running or a vid/chat prog, you can leave it be. Mine comes on as I boot my pc up and stays on all the time my pc is in use but it isnt doing anything until i boot up the software. If you are concerned, then just pull the plug.
