I've been interested in Canada expanding to the Carribean and/or South America. I'm wondering why Canada & Turks and Caicos did not come to an agreement when both sides seemed to be on the same page. Will it ever happen?

I sure would like that to happen. At least if we travel there we can count on health care, and not losing our pension benefits. I am sure if it was put to a vote, the Canadian people would go for it.
