Okay this isnt actually a question what do you want it to snow or not. If you want it to snow saw why and do you think it is... I don't understand what you are trying to communicate. Should it read like this:
Do you want it to snow or not? If you want it to snow say why and if you think it will.
Yes. I would like snow because I never get to see it. No it will not snow in my area because I live in a low elevation area.

well, where i came form - snow is unknown
so if it does, it wud be a welcome change (ours is one of THE hottest cities in the world)
