new belt, replaced and it will not line up properly on the bottom pulley any ideas

its not the tensioner the bottom pulley is not eve with the other pulleys how do i fix that

If harmonic balancer is one that has the drive pulley part mounted in rubber,then it needs to be checked to see if its slipped forward . just one possibility.

Well, check your routing. There might even be a label posted on a pulley cover next to the power steering pump.
or look at the pulley, if it is smooth and shiny, the smooth back part to the belt should make contact with it. If there is are v pattern grooves on the pulley the grooved part of the belt makes contact.
Make sure the belt is seated and lines up with the grooves in the pulleys.
If routing is OK, then check the tensioner. Replace if nessary.

Check the belt tensioner. If it is worn, the belt will not stay on track.

sounds like the belt was not put on straight, or something else is out of wack, there is something called a belt tensioner, etc,....
