Once the year ends, many companies hire to fill positions that have sat empty.

Yes, it does. Companies usually start recruiting around the October thru December including temporary/employment agencies. In January- February 2007, there are going to be job and career fairs. depends on what kind of job it is you are looking for. if it were to be anything in retail then it would be harder to get a job because they hire a load of people for the holidays and then fir a load of them after new years.
