You have to get her to trust you away from the riding school. Some horses are afraid to jump when they are in strange places. You know that there is a time when the horse can't see the jump and has to trust you to guide it over it. Same principle here. You have to get her to trust you completely or she'll never learn to jump in other places.

how is your saddle fit? check this and your girth. check how your bridle fits and when was the last time your horses teeth were floated? all these things will make your horse not want to jump. also how much are you hanging on the bridle/bit when you jump. if you are grabbing her face just before a jump this will make her back off also. you horse is trying to tell you something. take a video of your jumping and slow motion it to see if you can find mistakes that you may be making. work with a trainer also. good luck and hope this helps

If this is possible, try working circles and figure eights near or around the jump. Once she is doing this with no hesitation, try the jump. If she refuses, start working circles again. Also make sure the jump isn't too high, or maybe start with a lower jump even if she is good over higher ones.

what i did when my mare did that is. i would lunge her in to jumps in a 44 to 66 foot cicle. she did it fine so than i would get on her and have her do it..if she wouldnt do it when we were away from the barn i would take a 20 foot lunge line and lunge her away from the barn till she started to jump the jump..than when i got on her she would jump it just fine. but you can't start to big you need to start with like a foot. and if she nocks it down dont' yell at her. just remeber there is only 2 emotions allowed on a horse happness and patience. if she keeps backing up at the jump DON'T stop asking her. because than she is saying HEY IF I DO THIS THAN I DONT' HAVE TO DO WHAT SHE WANTS ME TO DO.. you always have to think 2 steps head of a horse..

go back to small jumps and increase both of your confidences. If she keeps this up over small jumps then have a more experienced rider force her over.
You also might want to have a horse chiropractor check out her back. I don't know why this would cause her not to jump in other places, but if horses are out of their comfort zone, pain increases.

How is your timing, how is your partnership,bla,bla...
Go back a do your second level dressage work and poles. Then go back to your 18" jumps.
