it would be pretty hard to do, since you have to be able to get inside the house. if you were really, really, sneaky maybe.

Why not?? As a buyer, I want to know what the property is worth! If a seller blocked my appraiser, I wouldn't be making any offers any time soon! If you are offering a piece of property for sale, a seller-paid appraisal is a reasonable request.
And if an offer has been tendered and accepted, an appraisal is required for financing so the seller would be in default of the agreement if they refused access to the appraiser.
Zillow.com is useless as far as realistic appraisals are concerned. The site says quite plainly that's it is BETA. The valuations often bear little resemblance to reality. I sold a property earlier this year and Zillow's valuation was more than 20% MORE than my buyer paid. My buyer paid right at what I had had it appraised at before I put it on the market.

Well, appraisal of what? A house, car, boat, plane, painting???
The answer in short is yes, how accurate it can be is subject to what is being appraised. A house appraisal could be somewhat accurate, but without walking inside and seeing the condition and details of the flooring, doors etc. the price will only be generally correct and there could be significant deviation in price depending on condition. Same for most of the other items, but some will be easier to put a value on.
And, of course the seller is not under any obligation to sell if they don't want to....unless, the government is trying to seize the land by imminent domain....

You can get the value of a property by going to a free real estate valuation site, like http://www.zillow.com. It's a great resource.
But to answer your question, you cannot do a real appraisal without getting into the home, so the answer would be no. The seller would have to let you in.

I would get a drive by appraisal of the property and make adjustments to that appraisal based on your own physical inspection of the property.

yes if you have made an accepted offer on the house, but the seller needs to be aware if the appraiser needs to enter the property

Sure....but the appraiser can only do a drive by.....unless you let them in your house to view the interior.....
